I heard that putting soap on a squeaky fan belt it will stop squeaking.

it might for a little while, but it's not a fix. It's just hiding the problem.
If the belt is worn out then you should replace it. They don't cost much. If it starts to (quietly) slip, then you'll end up with more serious problems.
If it's a pulley squeaking, then you should replace it before it becomes a much more expensive problem.
