How do I fix it
Make sure the wiring harness going to the seat is plugged in and not damaged. I suggest taking it to a qualified mechanic for airbag systems.

Unfortunately for airbag systems, unless it’s a simple fix or loose connection like what Joe mentioned, it’s almost always going to be a headache & lots of $$$ to fix right. You’ll need a mechanic who is well versed with airbag systems in Toyota vehicles to figure it out if it’s not a simple fix.
If you don’t want to spend big sums of money, leave it alone & drive the car as-is, but always use your seatbelts.
