Starting difficulty when cold

I just bought a 1996 Toyota Celica 1.8 ST200 with 223.000km. Service book was not updated since 160.000 km. Seller had head gasket blown and carried out the repair. Injectors were cleaned (hyorersonic and chemicals). I changed all fluids (semi-synth 15W-40 oil after engine flush,  trans, brakes, coolant), filters, spark-plugs, front disc brakes, front shaft seals, and the throtle body with a used one (someone tampered with the original) since it would not start easily. The valves were calibrated by a specialist, the IAC was cleaned and the Cold Start sensor was replaced with OEM Meat&Doria but still the problem persists. Electrics are ok. Additives (Pro-Kem Gmbh for fuel lines, cat-cleaner and engine oil) were used.Fuel pump problem? Thanks a lot!

Is the fuel pressure regulator holding static pressure in the fuel rail when the engine is turned off? If not, the engine will not start until the pump pressurizes the fuel system.
