Scotty I have 1997 Toyota camry ce 4cy ( w/o abs)
I bought it recently for my mom, the brake padel is stiff, I have to push it hard to stop, I suspected my brake booster, I checked it and it wasn't the problem, and I pulled a line off the booster and it has pressure, I noticed too much brake fluid in the master cylinder ( above max ) I sucked some fluid out and brought it to normal level, but still have the same issue, what could it be ?

I assume that you inspected the fluid and it is ok. Check the vacuum line connected to the brake booster.
