i’m still looking for a first car to buy and I found a 2015 Honda Civic EX-L with 104,000 miles on it for 13 grand. this specific model year is my favorite version of this car So this is likely what I’m going to go for. But is there any issues I should know about before I even think about buying?
They are asking too much. Watch out for the CVT as that is the weakest point of the 2014-2015 Honda Civic, and remember to have a pre-purchase mechanical inspection done before you buy any car.
A more realistic value would be $9000 but other than that and the CVT they it looks good if it passes inspection. Make sure to go over service records if you can and make sure the transmission fluid was drained and filled by now. If not, expect problems because it should be done no later than every 50k miles.
Is that the normal market price of other Civics in your area?
No matter what you buy, with high mileage vehicles, it’s mandatory to have the vehicle thoroughly inspected by a professional mechanic, before purchase.

I've worked at a Honda for awhile now. These CVT Civics are better than the traditonal types, however they require care and proper handling if they are to last. If you do not know or trust the seller, do not trust they that they took care of said transmission.

It depends on the area but where I am that is actually a decent price these days. Overal they are bulletproof. The one weak spot would be the transmission, although it is better than on earlier models.
Carcomplaints.com doesn't disaggregate specific submodels of the Civic, for 2013. Assuming that most of the car is the same, across models, it might be worth a look, for you. (All the TSBs are listed, as well, FYI):
