I have a 2007 Scion tC with a bad driver axle. Its stuck in the transmission and it won’t budge. I don’t see any surface rust or anything. Any suggestions???

sometimes they need a lot of force. Use a crowbar

Are you trying to get it out by yourself or do you have anyone helping ? I had trouble with my Highlander drivers side axle until I got some help. There is a c-clip on the shaft that you're fighting against. I wiggled the part closest to the transmission up/down while my help steadily pulled and eventually popped out.
