Surging RPM on 2006 Gran Marquis

2006 Gran Marquis very occasionally upon stopping will surge RPM's and application of brakes struggle to stop it. Ford dealer can't  find or make it occur.  61,000 with no failures on extensive scans.  Three times last April, then not again for 3000 miles.  Last April dealer changed the throttle body on my request.  If they really did change, it certainly didn't solve it.

Your thoughts?

I would be looking for vacuum leaks and a possible stuck EGR valve.  You should get the car scanned to see what codes it throws and go from there.

It could possibly be the early warning signs of a failing vacuum brake booster.

How do you test for that?

Performing a definitive test for something as intermittent as this could prove difficult. Generally speaking, when a brake booster looses vacuum the brakes loose power assist and stopping the car requires more effort from the deriver as @mercury06 described. Check out the video on some test procedures.
