We are looking to buying a 2021 SUV. We are considering the RAV4 XLE or the Mazda CX-5 Touring. Which of the two is the most reliable and safest? Are there any recalls or problems with either of these?

No one knows about the reliability of 2021 yet. but between those, RAV4 will outlast Mazda by far.
While the Mazda/Ford partnership is no longer for several yrs now, Mazda has now teamed up with Toyota and their products are improving, but it will be a while before they're on par with Toyota and Honda. You're asking about 2021's, too new to say what either of them will be like. Test drive both, see which one you like best. Go to their respective car forums and see what's said there, good, bad, or indifferent.
Neither's long term reliability is known. I personally prefer the Mazda because its more modern and believe it or not has a better transmission (performance wise and reliability wise) but Toyota usually is better at reliability, but these last couple years sort of flipped the tables. I would just give the answer Scotty gave to a previous person asking the same question, test drive them and get whichever one you like better, and the reliability isn't known of either.
Both of them are very hard to tell how long they last. The CX-5 has cylinder deactivation while the Toyota RAV4 has the new 8 speed automatic. From the past RAV4s and CX-5s, the RAV4 will outlast the CX-5.
