Hello Scotty - Can I put Synthetic Blend in a 2015 Toyota Highlander with 40K miles that has always had PURE Synthetic oil?

As long as it's the correct weight for your vehicle, yes.

You can use any oil you want as long as it meets the specifications for weight and rating found in your owner's manual.
