Car dealers claim this about high mileage cars? Can a mechanic look at a car and tell if this is true?

It is hard to tell. There are some signs you can check although you can not be sure 100%. I would not trust the car dealers on this.

Never trust the dealer. Mechanics can't tell you if the mileage is highway or not. Use your best judgement. If it is a newer car with a lot of miles, chances are it was on the freeway a lot. Older cars are much harder to judge.

I guess you can look at the driver's seat for wear.  See if the knobs and button lettering look worn.

Check the brake and gas pedal. Loose door handles. Steering wheel condition.

Of course, you would need a similar car to compare it to.

lots of chips & dings in the hood = highway driven

DONT TRUST THEM. There are signs that are somewhat accurate just look it up on youtube but if it's a 2 year old car with 250k miles then you know it's highway miles but often it's a gamble.
