Vehicle - 2000 LX470 100 series

Today when driving it to and from work the vehicle had a loud screeching sound when driving. So when I accelerate I can hear it and when It's in drive but my foot is off the pedal I can still hear the screeching.
When it's idling there is no noise.
*The best way I can describe the NOISE is if a car had worn down brakes and metal was scrapping the rotors when they come to a stop.
Any idea what my issue could be? The starter, alternator, brakes, rotors and drive belt are 1 year old. I do drive the car for work so I put alot of miles on it.
I've been putting off replacing the steering rack, it has small little leaks but turns fine. Could that cause a sound like that?
I plan on working on it this weekend so I can go to work on monday, so any help with narrowing down the issues is much appreciated.
