throttle delay/high rpm while pushing forward the throttle pedal

Car: Skoda Octavia, AVU engine, 1.6 sr, 2001/06, 102hp

Please advise if someone messed with the ECU or if anything is wrong with the car. The 2 main problems i have is, throttle delay mostly when idling and at the moment i start pushing the throttle pedal forward it will only stabilize the rpm at 4000rpm. So, from 850 to 4000. While driving i have no problem maintaining the speed i want. When doing the annual inspection the engine needs to be at 4000rpm to pass which is kinda crazy to be honest...

 

While driving i noticed that at 150km/h(93miles) it kinda looks like it's not going more but after 1s it gets to 180km/h(111 miles) without a problem. Maybe the cat is bad?!

Also, when i turn the AC the engine runs smoothly and sometimes i can even stabilize the rpm while it's still on.

 

The idling is good, a steady 850rpm consuming 0.6 to 0.7 l/h of fuel and it has not issues accelerating.

Could be lots of things and rather than guess haven't the Cadillac converter can be pressure tested the fuel pump can be pressure tested lots of tests can be done to see which system is breaking down

Thanks for the fast reply.

 

I'll remove the O2 sensor from the cat to test it. I have the Haynes manual and already did a pump diagnose and it's pumping and returning good at the right pressure and rate.
