If there's rust, you must sand it completely off, then prime and paint it. Otherwise, moisture will become trapped in the paint, along with rust, causing it to bubble up, and keep rusting from the inside.

Unless it's mere surface rust which can be addressed with a clay bar, you must address the rust before painting.

I bought a can of Promatic paint from a company here in the UK. Matched the car colour based on paint code, only about £20 for 500ml. Thought it was pretty good, but a bit leary about the base coat + clear coat technology stuff.
Still it seems ok for the past 3 months or so.
