I have a 97 Lincoln Town Car, and it needs the front end rebuilt & and a new paint job, it has 248,000 miles on it, but before the front end got so bad it drove great, is it worth fixing?

Let it go. Not worth it, unless you want to throw-away money for nostalgia reasons.
Other Panther Platform (Crown Vic, Mercury Grand Marquis, Town Car) vehicles available (with a lot less miles) for less than the front end parts cost with installation labor.
Those old TC's are nice, but there comes a time ....

As far as market value vs cost to repair, no. However, it may be worth it to you and still cheaper than a replacement that suits you.
