1995 Toyota T100 needs e-brake to pass inspection

  1. I have a 1995 Toyota t100 DX 5sp. It has 236k miles. Bought it from a guy in new Hampshire for 2800$. Comes with a plow&mount and steel plate  tool box in the bed. The wheels are getting ripped up a bit cuz it runs on the fender and don't fit the truck correctly. Originally when I'd stall it, it would shut off completely and wouldn't crank. Towed it to mechanic and they said it's normal for the old Toyota models. Is that true? 
  2. I need an ebrake to pass MA inspection despite it being parked in 1st gear, why is it when I told the mechanic I needed an e-brake installed, he said it would be difficult to find the parts and usually you need to replace the drums too because they get rusty. 
  3. Does this truck need sand bags even though it's a AWD truck? 
  4. Bottom is pretty scaly and wanted to know how long you think it would last. Shifting from 2-3 and N-1 is Strong, thanks.

Well they can last a really long time it doesn't really need sandbags being four-wheel drive. The good luck on the emergency brakes they can be such a pain on an old rusty vehicle big reason I hate those inspections is just a rip off you don't really need it but of course the law says you do.
