Hi,

Is there a reasonably priced scan tool that can retrieve the radio unlock codes, especially, gm's?

The radio code is usually located in the owners manual. You can also get it from your local dealership.

GM has a phone number you can call and get codes. Some dealerships will do it over the phone as well, that’s how I did my wife’s accord we just bought. 

Here is a link to the GM info. Has worked for me everytime installing radios for peeps.
