Update on mitsubishi belt

I come to find out that belt that was broken was the balance shaft belt. The Mitsubishi dealership did a job on the timing belt but never replaced the balance shaft what can I do now my balance shaft broke. (Note) the balance shaft that broke was nit a OEM Mitsubishi part it was a Napa auto parts belt

Ideally, you would have the both changed at the same time, because you are taking everything apart, they both wear, and belts are relatively cheap.  Labor is expensive.

Does my balance shaft belt have to be replaced with a timing belt job and if I got a timing belt job done in my car and balance shaft was not replaced and it broke is the mechanic shop liable for the balance shaft

Hello today my balance shaft belt broke but I didnt loose power in my car there was just a loud noise and a lot of oil every where around the head and exhaust manifold and alternator. Should I be concerned?
