I drive a right hand drive 2005 Toyota Hilux Surf 2.7L 2TR-FE in Canada (15 year import law). The 2.7L 2TR-FE is the same engine as the 05-up Tacoma and 2010 4runner. When the vehicle is warm up and idling in drive while stopping, it'll idle at 650rpm and the vehicle would vibration no matter if I have the a/c, heat or turn off the climate control it will still vibrate, when ever I turn the steering wheel the idle goes up and stops vibrating. It noticed only a few times that the vehicle would also feel sluggish while I start driving like it doesn't want to accelerate but goes away soon after. I clean the throttle body, maf, change the air filter, spark plugs, fuel injector cleaner and Red Line (60103) Complete SI-1 Fuel System Cleaner. Not sure if it's the transmission, vacuum leak, or fuel issue. But overall the vehicle drives great, any ideas?

My gut reaction to this, it's quite low idle RPMs for that size engine. My 3.0 in my Ranger idles around 900 RPM. The shaking is probably due the engine coming close to stalling.
Turning the steering wheel, providing you have hydraulic power steering, stabilizes the engine slightly because the computer is compensating for the increased drag the hydraulic pump places on the engine. It's compensating by adding air and a tiny bit of fuel to offset the load.
Check your idle air control valve on the intake. They can carbon up and restrict airflow.
I don't have a idle air control valve as the throttle body is electric, I have no engine light on, I did have to clean the throttle body once due to carbon build up because the vehicle stalled on me 3 times after picking up the vehicle for the first time
