Weak brakes while reversing on incline

Ssang Yong korando 2013,

Car has  weak brakes while reversing downhill, specially when you first start the car in the morning, our house is on an inclined road, when we start the car in the morning and put it in reverse, the car brakes take like 3 feet to stop, like almost having no brakes (I put it in reverse and just roll I don't even press the gas pedal) and yet the brakes take too long , if the car been running for a while the brakes in reverse work somewhat ok, not as great as I want them to be but good enough

While in Drive or going forward the brakes work fine

Brakes and brake fluid been replaced a couple months ago, the problem was there before and after the brake change 

What could be the issue? Could it be the ABS?

More often than not either. The brake master cylinders wearing out because one part of it works the front brakes in one part of it works. The backs or the back brakes were not done correctly and we're not adjusted tightly a lot of times guys do brake job and they don't adjust them correctly? Or they have air in the lines going to the back. I'd start there by checking those
