Hello Scotty, hope you’re doing well, I have a 2004 Toyota Avalon that runs very smoothly and I plan to continue maintaining it, for some reason the vehicle makes a weird electronic whirring sound that sounds like it is whirring back and forth in pitch, this sound persists when the vehicle is in accessory mode and is not actually running, is this some sort of electrical issue? I’m confused

Well when you have it in accessory mode that powers stuff. Often when cars are older things like the HVAC system for heating and air conditioning will whirl solenoids on and off and little electric motors may run. If car runs fine, otherwise I'd pretty much ignore it
