I am a new driver with a 2007 Lexus LS 460 that I received for free; however, when I start the car the idle is 1500 rpm but then drops to a little over 1,000 is this considered high?

Yes, it is a bit high. 600-800 is optimum.

Try cleaning your throttle plate and MAF sensor.
