Hey Scotty, I want my first car to be either a 4runner or sequoia between 2000 and 2005. What's the better SUV and what's the maximum I should pay for 200k miles? And also are there any years where there were problems?
For a first car I would go with the 4runner. The Sequoia is uses too much fuel and is too large for a first car. Both are good but think of it as Tacoma vs Tundra.

Definitely get a mechanic to check it out before you buy. Price is going to be dependent on the market in your area, so that's hard to say.
They are both good trucks. I would guess that any baseline difference in quality and reliability between those models would be less than the difference between a well-maintained unit and a not-well-maintained one... so go with the one with the better inspection and service record.
Beyond that, they are obviously very different in size and driving characteristics, so I would assume one is likely more appealing to you... get that one.
