Wheel or tire noise

  My brother has a 2008 Chrysler town and country mini van. He noticed a noise like a rubbing or slight grinding coming from the front wheel passenger side. The car has recently had ft brakes installed and 4 new tires. The noise is still there. When the alignment was done the mechanic told him that one of the tie rod? bars on that side has an issue with it preventing the alignment from being 100% corrected. My brother said that it’s a $1500 job and I’m not exactly sure of what the mechanic found. However I rode in the passenger seat and noticed this noise mostly when the brakes are applied and when making a turn. The car has 51,700 miles, he picked it up second hand, had 25,000 on it. It almost sounds like bearings but the suspension issue is puzzling. The mechanic is an independent shop not a chain or dealer. They checked out the tires and brakes and don’t seem to be able to find anything wrong with those items .
