What's a good website I can find budget tires for around $40 size P225/50R17

I think you'll need to be looking at used tires at that price. (They can be OK if pulled off a wreck and the date code is not too old.)

My go-to brand for inexpensive tires without them being junk is WalMart's "Douglas" brand which are made by Goodyear, from my experience either in U.S. or Brazil. A Douglas tire that size will run you $76. Avoid cheap Chinese-made tires.

check out your local junkyard. It’s not new, and will take digging to find a good set, but some gems can be found.

The cheapest tires in that size at Discount Tire are Sentury Tires. They are $72 each and made in China. I don't know what province.
