Why is ABS on 2009 Toyota Corolla still not working?

My scanner told me that the left rear ABS speed sensor was an issue on my 2009 Toyota Corolla.  I replaced the sensor with a new one and spliced a donor connector to the harness, I am still getting the same ABS reading for the left rear ABS speed sensor. 

Two observations:

  • When I removed the speed sensor there was a cap visible on the wheel hub.  The cap looks like a half measuring cup with the bottom removed, It had a 1/4" flat surface surrounding the circumference, it appeared to have a plastic coating that had a tear in it.  I don't know if that part has anything to do with the sensor. The sensor actually covers it but does not have any contact with it. 
  • When I spliced the donor connector the copper wires where nice and shinny, however the harness not so much on the black wire, it was a little dull in color.

What do you suggest I do?

I can't quite visualize the plastic piece you're talking about but frequently some kind of plastic covering is used to help prevent the sensor from rusting into place.

You may need a bidirectional scan tool to reset the code. Also, those sensors operate with very little current and shielding has to be right. Splicing wires doesn't always work well. Usually when they fail it's not the sensor itself but the wiring due to years of flexing with suspension movement. (With an appropriate scan tool you'd be able to rotate that wheel and see if the sensor is picking it up.)

I don't understand why you're splicing wires together. Why didn't you just unplug the old sensor, and plug in the new one?
