Crankshaft won't make a full turn

Why won’t my pulley move then a 45 Degree angle

I have a 2002 mercury grand Marquis I just replace the cylinder head and when I put everything together I tried to start the car it made a clunking noise and now I can’t move crankshaft pulley to set timing properly

You probably did not properly time the crankshaft to the cam when you put it together.  The piston is now hitting the valves.  When installing a new head, the crankshaft has to be set to TDC number 1 piston and the head with the cam and timing chain has to be set to match .

Bent valves, timing issues or hydrolock could be responsible.
