I have a set of both winter tires and summer tires. Both of which are on rims. How often should I get the tires balanced?
Depends on the roads you drive. If you realize that at higher speeds your car is shaking, it is time to balance your tires.
If you drive and wheels are not shaking, … skip re-balancing! For example, … I rotate my tires often - an easy under-the-shade-tree task, … and I get every single time close to and beyond 100,000 km out of each set of four, … without rebalancing! No trouble, …
Tire rotation is important if you want maximum life out of your tires. Cars are not exactly perfectly symmetrical, or perfectly aligned, casters, cambers, toe-ins are not the same front to rear. Mixing tires location regularly assures that, … in the end, all four tires will wear out at practically the same time.

… semantics, my good cyber-friend. Semantics.

I have usually needed balancing about halfway through the tire's life.
Which is about 15,000 miles on these horrible Detroit roads.
