I have a set of both winter tires and summer tires. Both of which are on rims. How often should I get the tires balanced?

Depends on the roads you drive. If you realize that at higher speeds your car is shaking, it is time to balance your tires.

Tire rotation is important if you want maximum life out of your tires. Cars are not exactly perfectly symmetrical, or perfectly aligned, casters, cambers, toe-ins are not the same front to rear. Mixing tires location regularly assures that, … in the end, all four tires will wear out at practically the same time.

I have usually needed balancing about halfway through the tire's life. 

Which is about 15,000 miles on these horrible Detroit roads.
