2019 lexus rx350 FWD which has a localized TPMS shows tire pressure reading on each tire.
Thinking of doing my own tire rotating by myself but I have a question, do I need a scan tool to teach the TPMS the new location of each tire so it will report the tire pressure in correct locations?

Yes you need a relatively fancy tool most scan tools do not do that unless they're four or five thousand dollars you can get a TPMS only machine that will reset them some of those are only a couple hundred
Check your owner’s manual for the TPMS re-learn procedure after the tire rotation. You “should” not need any scan tool for that.
