I've had my 2000 Camry LE 2.2L for a little over two months now, and I have been getting abysmal gas mileage. I've been getting 14-16 MPG, which is very concerning as gas prices are going up drastically. I do mostly city driving, which doesn't help any. I don't drive it particularly hard, and I idle as little as possible.

I'm fairly certain that my P0401 code for the EGR valve is related, but the bolts are rusted to the point where no socket or wrench will fit on it. The engine idles at about 650-700 RPM when warm. I have cleaned the throttle body and squirted throttle body cleaner inside of the port to the EGR valve inside the intake manifold. On another note, the manifold was lined with carbon inside the whole thing.
