I own a 2003 Dodge Caravan 3.8L V6 wipers stay on forever in low with key not in ignition

188000 km on odometer, automatic, my mechanic said that all OBDII codes were clear. 

The only way to stop the wipers is to take out one of the fuse, the on/off relay or the high/low relay.  I tried changing the relays which has not solved the issue.  I tried taking out the entire Integrated Power Module (IPM) aka Fuse box cleaning it up of dirt and cleaning all the contacts.  Taking out and putting back in the IPM changed one bit of behaviour, with the key in the ignition the high/low windshield wiper switch now works (Note: only with key in the ignition in the ON position). A new IPM is $1000, the car is not worth much more than that.  Since an IPM requires programming I cannot get an IPM from a wrecker (i.e. it must be new so that it can be programed). I'm hoping that there is a cheaper way out.

If you're sure the relays are good then it could be a bad Park switch in the wiper motor. If it fails the IPM never gets the signal that the wipers are down in the park position and the IPM never de-energizes the wiper relay

either a relay has welded itself shut, or this is one of those never ending problems with the chrysler/dodge TIPMs
