The dome lights in my 2015 Highlander stopped working, went to go replace the #10amp fuse and found this silver box with a red button on the bottom in the 10amp place under the dash. Pressing the red button caused all the dome and map lights to work again. What would this part be called and can that be safely left there?

Probably a circuit breaker.
