For some reason my dad's Toyota highlander has its radiator always on, especially not when needed, draining charge from the battery making the car always need a starter from our other car. The alternator was checked by a mechanic and performed fine, as it does charge the battery up fine, and the battery was replaced freshly. The issue is the alternator won't always run but the radiator always will, depleting electricity storage. I sense this may be an ECU malfunction or some sort of short circuit.

You must be referring to your radiator fans. If they stay on and drain your battery, get a new fan control module, about $26 on Amazon, or check to see if the radiator fan relay is stuck and replace it.
