Hello, my mom has a 2006 Saturn Ion with ~151,000 miles. This morning we tried to start it, and all the dash lights flashed and freaked out, and the radio came on, so we have electricity, but just a ticking/clicking sound under the hood. I don't have access to a scan tool right now.

If you starter is "clicking" your battery is most likely bad - or, the alternator is bad and not charging it. Have battery and alternator tested. (The starter takes a lot more power to run than dash lights and accessories.)

Most likely the battery is bad.
Sounds like a bad battery, take it to Autozone or O'Reilly and have them test it.
