Hi Scotty! My friend has an issue with her front passenger door, the locks go up and down, but not like the others. The door will absolutely not open when either handle is pulled. What might be the cause?? And could I even get the door panel off without opening it?

To answer your last question - No.  The linkage is messed up inside the door panel.

how could I get the door open?

Your door latch linkage is broken or has come loose inside the door. I had this problem with the driver's door on my car some years ago. I removed the inside door panel with the door closed which was not easy, but was doable. Had to make a special tool (actually modify one) to get one fastener out and I managed to break the inside door handle while going through gyrations to  pull the panel off. Once the door panel was taken off it was possible to reach in and release the latch and then repair the linkage.

The problem is that it's going to be different on every car so unless someone here has done this job on your specific vehicle we can't give you step-by-step instructions. All I can suggest is look very carefully for fasteners that are accessible from the inside to see what has to be removed to free up the door panel.
