Advice for evaluating a Lexus IS250

I've been trying to find the right car for a long time now, and I think I finally found one. It is a 2007 Lexus IS250 rwd with 172k miles, with the 6 speed manual transmission. It has had regular servicing according to the owner, new clutch and tires recently. The exterior has some minor flaws, molding needs glued on, dents and scratches. The interior has a tear in driver seat and sticky dash. The owner is asking $7600 for the car, which is a bit much but I will try to talk him down. What should I look for when checking out the car? Should I try to bring a scan tool or would that be too complex to use for someone who has never used one? I would ask my mechanic to come with me but the car is 4 hours away and he doesn't want to go that far. Also, the car has tinted windows all the way around, and I will probably want to remove that if I buy it, is that a difficult process? 

 

TL;DR 2007 Lexus IS250 rwd, 172k miles, 6 spd manual, $7600, what should I look for when checking it out? Should I try to rent a scan tool to bring? Is window tint hard to remove?
