[Solved] 2008 Toyota Sequoia platinum, "customizable features"

I recently purchased the above vehicle and was wondering about the "customizable features".  Some customizable features, for instance;

keep the headlights on for a period of time when the key is turned off

turn off the seat belt reminder chime, etc. 

The owners manual says to take the vehicle to the dealer to have the features turned on and off, adjusted etc. 

The dealer wouldn't give me an answer as to how much they would charge to customize,  only stating that they charge $180 per hour, w/o stating how many hours it would actually take for the list that I brought in. 

My question;  Can other shops/mechanics adjust these features safely, or is it not advised?  Does Toyota have a proprietary "black box" that they have to plug in, or can another shop do it?

Hi-Tech mechanics that don't work at the dealer can also do that stuff.and they are being total scumbags not telling you what it costs just say it's $180 an hour. I would try another dealer first though realize dealers are independently owned if you're in the United States by Americans and I'm sure the Toyota motor company would love to hear how their dealerships are not giving stand honest quotes on doing things that are pretty cut and dry
