I’m looking at buying a 2009 Honda Accord with 214,000 miles. It has a 2.4L engine and was driven mostly in the suburbs. The dealer is asking for $3,900. Is it worth considering?

It's best to avoid dealers. The car probably was picked up cheap at auction and has an unknown history. (If the dealer is selling it for around $4000 they probably paid around $1000 for it.) Additionally that model is prone to oil burning problems. A pre-purchase inspection by a good mechanic would be needed to determine whether it's worth considering.
