My 2009 Hyundai Elantra (67k miles) is making a High Pitch whistle or squealing noise at 55mph + seemingly coming from the engine. I thought it might be the serpentine belts, but after I replaced those, the sound is still present! I am stumped! Could it possibly be the tensioner pully?

The sound could be coming from any belt-driven pulley or accessory, or from another source entirely.

when you had the belt off, did you try turning any of the pulleys by hand to see if they were worn out? they should be tight and smooth.
