2021 Honda Civic electronic power steering failure

Scotty, I own a 2021 Honda Civic with 65,000 miles with an automatic transmission. Recently, the steering "sticks" when driving at highway speeds. There is excessive resistance to minor course corrections and when enough force is used to overcome the resistance, the car veers to one side with an over-correction. The car hasn't been wrecked and is otherwise fine. No abnormal tire wear or other steering problems. 

The local Honda dealer says that the entire steering rack needs to be replaced at substantial cost to me. 

Seems like a manufacturer defect to me, but there isn't a recall yet. 

What can be done?

What can be done?

If it's out of warranty and there are no recalls or service campaigns addressing the problem about all you can do is pay to have the steering rack replaced or get rid of the vehicle. A good independent mechanic should be able to diagnose the problem and make repairs for less than the dealer.
