I have a 2016 Mustang ecoboost base model standard ac. When the ac is on any setting except high the fan speed fluctuates erratically. On high it works good. I tested the input to the controller with an oscilloscope. The pulse signal was steady in every setting yet the output was fluctuating. So I replaced the controller and nothing changed the problem is the same. Any insight you could give me would be greatly appreciated.

Change the blower resistor
That’s what I did! It didn’t work
How about the blower motor? If it's dragging due to wear it might not achieve steady speed until it's getting full voltage.
