Im looking at a grand marquis to buy
2006 automatic with 115k miles
its runs smoothly and mechanically it seems in good shape
however its roof is rusted up and there is a patch of paint missing on the hood. Also windshield is cracked.
do you think the rusted roof is a problem, also is $4k a good deal these days for this?

Difficult to say without a thorough inspection by a qualified mechanic.
How bad is the rust? If just surface rust you can deal with that but perforation is another matter.
Be sure that all HVAC modes are working. Those cars are prone to heating/AC problems that require complete removal of the dashboard to fix ($$$$ in labor). If all that checks out and a mechanic says it's OK, as others here have said I'd still want to get it cheaper particularly since it's going to need a windshield right off the bat.
No more than 3000$. If it were cherry than a little more would be OK. Windshield cracks usually fail yearly safety inspections. So how much are you looking at buying the windshield. Squeze him down from 2800 to 3500 max
