can a turbo kit have adverse effects on emission tests?

theoretically, turbos get better gas mileage (even though in reality we know it's not). If a turbo kit is installed on a car that was originally non-turbo, how would it effect the cars emissions? theoretically it now gets better gas mileage and therefore lower emissions, but when it comes to smog testing them, could it actually cause it to fail the test?

Of course it could cause them to fail because that is a gigantic change in the vehicle. It would affect air flow rates, air fuel ratio, all kinds of stuff. You might get lucky and a guy might do it perfectly. But what are the odds of that?
