Car bucks at a constant speed

Hi Scotty! I got a 2000 Chevy Malibu I bought in March (i needed a vehicle badly) ago for $2k with 80K miles. It has a V6 engine with an auto transmission. The car has an issue where it feels sluggish on acceleration, doesn't really go past 3k rpm even on full throttle, and the car bucks when its a constant speed (not on cruise control) until I speed up or let off the gas pedal as if it was struggling to maintain its speed. This happens atleast once a day on the highway or city. The history of the car is that it was previously used by the Bell flower PD here in California. I don't know how the car was maintained. it was purchased at auction with 75K miles by my father in law in January, who then sold it to me. What do you think it could be? 


In regards to maintenance I've only done an oil change and air filter. Not sure if changing the spark plugs and wires would help since its a 22 year old car? thank you anyone that points me into the right direction!

Check the fuel injectors.
