Car cranks but won’t start. Is it the fuel injector or pump?

I have an automatic 03, Honda Accord Ex. My car suddenly stopped starting when I got ready to go back from the doctor to work. It will crank like it’s going to start but won’t turn over. It was fine up until then. It did sit for about 5 or 6 months without being cranked due to some legal issues. And then it wouldn’t start, but did after I jumped it and has been fine until a few days ago. I took out the battery and got it tested. It was fine. They said it was putting out about 220/500. I got it charged back at 520. But that still wasn’t the issue. I haven’t had an oil change since March and my oil was extremely low. It took about 3 quarts. But I’ve been told that wouldn’t be a starting issue. I’ve been searching online and I think it might be some sort of fuel issue. My tank is full. I have a new alternator. The battery is new as well matter of factly. I’m not in the best financial situation, so like most people I want to spend as least as possible. I’m mostly looking for a diagnosis right now.

Fuel or spark. It can be either the fuel pump/fuel pressure regulator if it takes some cranking to start. 

You sure the battery is good?

Yeah, I had it checked and charged for over an hour. I got it in like February brand new too
