CEL still on after replacing ignition related parts

Hi everyone I'm Greg. I own a 1994 for 1995 model year Buick Park avenue Ultra and I live in Spain.

 

It's a rare car in this part of the world and getting it fixed is a labour of love. And a very deep pocket.

 

I am looking for a fix on to why the CEL might still come on and throwing out the same codes P0321 and P0361. (Diagnosed with TunerPro)

 

The PRDL also acts up after some shifts. seems to assume Park is 4th and doesn't limit the revs when in neutral or park. But this fault is intermittent.( Neutral safety switch is located under the master cylinder) 

 

The main issue is jerking and lack of power when the engine is warm. But the new ICM seems to have solved the jerking.

 

I have replaced the following parts:

 

-Spark plugs

-Spark plug wires

-checked resistance on coils

-Ignition control module

-crankshaft position sensor

-camshaft position sensor

-Idle control valve

-TPS

-Cleaned MAF

-New air filter

-New fuel filter

-Thermostat.

 

 

If the issue is not ignition related it might have something to do with the o2 sensors or the PCM itself?  Is there a common issue that can clear those codes?

Realize this codes are relatively generic codes and can have dozens of causes. Just because you change parts doesn't mean you found the actual course. And the problem is you have a real oddball year that was when they switched from Obi-Wan to ob2 and many times you can't get a good OBD scanner that will work on the car. Because of this. I've had that problem with those cars myself that I had to send them to another mechanic who had a dealer scanner for that particular year only

I have found a O2 sensor that reads flat 0.4V and it does not change no matter if the car is on or off. I will replace this one and check the wiring.

If this still doesn't fix the issue I will definitely consider finding a scan tool for this particular model year. Will check all the forums and call Chevy dealers in Spain If they would be able to rent or lend me one of those rare scan tools. Like the GM TECH1 or TECH2.
