Hello Scotty,
I have a 2002 Rav4 116k miles, 4 speed automatic transmission. When I engage cruise control the dash turns on the cruise symbol, next I pull down the arm to set the speed and the light flashes on and off but cruise control doesn't engage. What should I do?

The most likely culprit is your brake light switch. It has 2 circuits. One for the brake lights and one for the ECM.
The ECM disengages cruise control when the brakes are tapped. It's possible if that switch is faulty for the brake lights to work but for the ECM to get a signal that the brakes pedal is being depressed when it isn't (so no cruise control).
