Name some device that IS NOT TOO EXPENSIVE that can CLONE and CLONE ECU please.

There are no cheap ones the cheapest one I presently own costs about $1,300

None of the cheap ones are going to let you reprogram or clone. They are more for reading/clearing codes.
If you want to get into the more involved things like that, the price goes up. Just how it is.

No such thing. You're looking at minimum $1,000
Not to mention the weeks or months of study to understand what you're doing.
