in my 97 Toyota camry the egr is clogged up with carbon is it ok to drive like that? Or will that hurt the engine over time ?
A clogged EGR valve will make the engine run leaner, which can potentially cause overheating over the long-term. It's not going to break it tomorrow, but it will strain an old cooling system over the long term. EGR systems lower the combustion chamber temperature, so the cooling system is less taxed and it cuts down on nasty nitrogen oxides in your exhaust. It can mess with the catalytic converters due to the lean-running mixture because of that.

Honestly I’m just scared because the screws are so rusted they going to break I don’t know
Spray them a few times with penetrating oil and they'll come right out. :beg:
