Fiat Panda 2005 Power Steering issue

My partner has a 2005 Fiat Panda 1.2 that has 80,000 miles on it and the power steering warning light is constantly on. However, the power steering only fails to start every so often and even then if you turn the ignition off, take the key out and restart the car it often resolves the issue. The majority of the time the power steering works fine. 

My OBDII scanner shows no codes. It's been like it for years. Was just wondering if someone has an idea if it could be a simple issue or, more likely on a fiat, a complicated electrical issue.

It's a Fiat and that has electronic power steering so of course it's an electronic problem.but glitch you like that once in awhile you're only hope would be to find an expert Fiat mechanic with a Fiat dealer scan tool to road test it and if it acts up when he's driving it he can analyze the data his scan tool memorizes
