Should I buy a 21-year-old Volvo as my first car?

Just got my license, i wanted to get into volvo and seen a 2004 c70 with 126,000 miles for 3,900 i was wondering if its a good deal, and know anything about them i might need to replace or watch out for??

Buying a 21-year-old European car as a first car is not a good idea unless you live in Europe. In the U.S. they are expensive to maintain and repair unless you do the work yourself and even then parts can be expensive. A much better first vehicle would be a well-maintained older Corolla or Civic, avoiding models with known problems. (Inherent problems with a particular model and year can be found with a simple internet search.)

If you are determined to purchase this car only a good mechanic, preferably one familiar with Volvos, inspecting the car before purchase can tell you whether it's a good deal.
